U.S. Government Shutdown

The U.S. government has entered a shutdown after Congress and President Trump failed to agree on a funding bill. This marks the third shutdown under Trump’s presidency and once again places the logistics industry in a period of uncertainty. 

 

Around 750,000 federal employees face furloughs or job cuts, and while essential staff such as Customs and Border Protection officers remain on duty, the absence of support personnel is already creating slowdowns. Ports and airports continue to operate, but documentation, inspections, and compliance checks are expected to move at a slower pace.  

 

During the 2018–2019 shutdown, shipment dwell times at major ports rose by 15–20 percent, and similar disruptions are likely if this closure is prolonged. Importers of perishables and pharmaceuticals are particularly at risk if clearance delays increase. 

 

Trucking and rail operations are also under strain. Background checks, permitting, and compliance reviews for drivers are paused, complicating onboarding for fleets. Rail continues to run, but customs bottlenecks at U.S.-Canada crossings may disrupt cross-border supply chains.  

 

In the air cargo sector, air traffic controllers and TSA officers remain on duty but without pay, raising concerns about morale and absenteeism. Certification processes for new aircraft, pilots, and safety procedures are suspended, adding further risk to long-term operations. 

 

Warehousing and distribution networks feel the effects indirectly. When port activity slows, facilities may sit underutilized, only to face sudden surges when backlogs clear. This uneven flow creates labor scheduling challenges and heightens cost pressures for logistics providers trying to meet retailers’ strict delivery requirements.
